Stores
Undertake inventory management covering entire range of allied activities namely
logistics, stores, spares, and service inventory.
Carry out material planning as per Institute’s requirements. Ensure timely availability
of items of specified quality keeping optimum inventory.
Ensure regular and timely availability of material to meet project requirements.
Ensure the systematic process of material movement- issue / receipts with appropriate
accounting and documentation.
Manage material rejection, write-off, scrap, non-moving material, disposal, and claims
handling for defective material.
Undertake periodical physical stock verification of inventory.
Carry out store audit as per the standard norms.
Preparation of Institute MIS reporting system for smooth information flow.
Purchase
Ensure organizational processes are followed in procurement of material and services,
maintaining financial integrity and prudence.
Undertake procurement of all types of goods and services as per Institute’s purchases
procedure and norms.
Ensure budgetary control and monitor all types of purchases.
Undertake techno commercial negotiations, financial sanction, prepare and place
purchase orders.
Prepare and monitor contract agreements in co-ordination with Contracts and
Compliance Department.
Undertake techno commercial analysis and negotiations to ensure quality of purchases
at optimum costs to ensure maximum benefit to the Institute.
Maintain liaison with users (indenters) and prepare quarterly and yearly procurement
plans.
Develop and maintain a seamless communication flow between the vendors, purchase
team, and users.
Identify cost effective sourcing channels and markets, and develop new vendors.
Develop leadership within the team by providing consistent direction and support to
achieve stretched targets.
Contracts
Oversee Institute’s contract development and management activities, and enforce
principles of integrity and compliance.
Provide opinion on matters referred, especially about their viability and acceptability
keeping in view the precedents, norms and applicable rules.
Overall responsible for contract committee and purchase committee meetings.
Develop standards for contracts, including terms for deliverables, payment terms,
general language and provisions in a manner compatible to rules and regulations as
applicable.
Draft contractual provisions based on strategy discussions, management input, and
Institutional needs and expectations.
Assure accuracy and appropriateness of contract text and attachments.
Seek appropriate legal aid in matters pertaining to Institute’s commitments and
collaborations.

The selected person will report to the Chief Administrative Officer
Qualification, Experience & Skill Requirements:
Any graduation with degree/diploma/certification in Materials Management with
atleast fifteen years of experience in materials/logistics management. Master’s degree
in the relevant field will be preferred.
Knowledge and experience in Govt./ PSU/ central autonomous bodies in similar roles
is preferred.
It is desirable that the applicant should have the working knowledge of SAP – MM,
GeM portal, GFR 2017, FR & SR and relevant Central Government rules and
procedures.
Age: Maximum 45 years as on the last date of application. The institute provides age
relaxation as per GOI rules. Additional 5 years’ age relaxation is given to women candidates.
